Eligibility Requirements

To qualify for the Federal Skilled Trades Program (FSTP), individuals must meet the following criteria:

  1. Possess valid job offers for continuous, paid, full-time employment (minimum of 30 hours per week) from up to two employers in Canada, spanning at least one year. Alternatively, applicants can hold a certificate of qualification* issued by a provincial or territorial authority.
  2. Present evidence of fundamental language proficiency from a designated language testing organization, verifying that the applicant meets the minimum standards established by IRCC — Canadian Level Benchmark (CLB) 5 for speaking and listening, and CLB 4 for reading and writing.
  3. Accumulate two years of full-time work experience (or an equivalent amount of part-time work) in a skilled trade within the five years preceding the application.
  4. Demonstrate the requisite skills and experience, proving the successful performance of essential duties associated with the chosen occupation.

*A certificate of qualification serves as proof that a foreign national is competent to work in a skilled trade occupation within Canada. It attests that applicants have either passed a certification examination or satisfied all prerequisites to practice their trade within a specific province or territory.

The Federal Skilled Trades Program (FSTP) accepts skilled work experience that falls under the following categories of the National Occupational Classification (NOC):

  • Major Group 72: Industrial, electrical, and construction trades,
  • Major Group 73: Maintenance and equipment operation trades,
  • Major Group 82: Supervisors and technical positions in natural resources, agriculture, and related production,
  • Major Group 92: Processing, manufacturing, and utilities supervisors and central control operators,
  • Minor Group 632: Chefs and cooks, and
  • Minor Group 633: Butchers and bakers.

It’s essential to note that FSTP applicants must intend to establish their residence outside the province of Quebec. Quebec operates its distinct immigration system for skilled workers. If your plan is to immigrate to Quebec, please consult the Quebec Skilled Worker Program page for additional information.
